25th Parliamentary Intelligence-Security Forum – Illicit Finance
Mr. John Walsh commenced the forum by expressing his gratitude to the attendees and acknowledging his longstanding collaboration and friendship with Congressman Robert Pittinger, extending his heartfelt birthday wishes. He underscored the honor of addressing an audience of astute thinkers and announced that he would condense his remarks to facilitate more time for other speakers, including David, Tom, Lily, and Michael.
In his address, Mr. Walsh elucidated the pivotal role of the private sector in detecting terrorists, money launderers, and illicit financial activities since the September 11th attacks. Financial institutions globally have invested substantially in technology and human resources to fulfill these responsibilities. He highlighted the escalating number of suspicious activity reports (SARS in the United States and STRs in the United Kingdom) and the exponential growth of data from 74 zetabytes in 2021 to an estimated 149 zetabytes in 2024. Mr. Walsh emphasized that the integration of extensive data with quantum artificial intelligence will enable the private sector to identify a greater extent of illicit activities, including those involving high-profile individuals. He urged governments to respond appropriately and establish a more equitable financial system by ensuring balanced investigations between small brokers and affluent offenders. He concluded that the detection of illicit activity is increasingly technology-driven, and advanced tools are indispensable for identifying malevolent actors within the financial services market.
